Big Ten football power rankings after spring portal closes: Did Wolverines get better?

The spring window of the transfer portal is officially closed, so where do the Big Ten teams stand right now?

Rutgers managed to lose just one player in the spring window which is good, but they couldn't even bring in a replacement. They brought in zero players in the spring window and only brought in five players from the portal altogether.

The Scarlet Knights ended the season 7-6 last year and were only 3-6 in Big Ten play meaning they needed to bring in solid talent to help them with stiffer competition in 2024.

With the number of players Rutgers lost and the lack of players they brought in, it just doesn't seem like the Scarlet Knight will be competitive in what will be a better Big Ten conference in 2024
